The first 11 floors of the 19 story parking garage is now open, according to SFBJ.
Florida East Coast Realty received a temporary certificate of occupancy (TCO) for the garage so students at Florida International University could have access for parking.
The parking garage will have 2,000 parking spaces. Once the building is complete it will rise 83 stories and be the tallest building in Florida.
Construction is expected to be completed by the end of 2017.

Construction at Panorama Tower is making headway since we last checked in in February.
The tower is currently on the 11th floor of the 85 story project. The bottom pedestal will have offices and a hotel that will reach the 19th floor before rising into 821 residential apartments that will include a restaurant /lounge on the 48th floor.
Since starting construction and pouring the foundation at Panorama Tower, the building is slowly making its way above ground level.
Two cranes have been added to the site at 1101 Brickell Bay Drive.
Former Los Angeles Dodgers owner Frank McCourt is partnering with Tibor Hollo's Florida East Coast Realty to develop Villa Magna, according to The Real Deal.
Villa Magna sits on 2.5 acres of waterfront land in Brickell that is currently being used as a parking lot.
The site can be developed for two 60 plus story condominiums at 1.8 million square feet. Early renderings of the project can be seen at The Next Miami.
After starting construction in June 2014, the pile drivers have been removed from the site and foundation work will be starting soon. Cranes will also be installed on the site very shortly.
The 85 story tower will rise 830 feet and will include an observation deck and 208 room hotel.
Construction is expected to be completed by October 2017.
